Winnipeg Police Service (WPS) is warning the public about a 62 year old sex offender with a decades long history of violent crimes who is expected to live in Winnipeg following his statutory release from federal custody.Charles Henry Desjarlais walked out of Stony Mountain Institution on Thursday after serving two-thirds of a 10 year sentence for a 2019 sexual assault with a weapon. Under federal law, most inmates become eligible for statutory release at that point unless the Parole Board believes they will likely commit another serious offence.WPS issued a community notice saying Desjarlais remains a high risk to reoffend in a sexually violent way against girls and women, even though he has taken part in a sex offender treatment program..He has also been declared a long term offender and will remain under federal supervision until 2039. The long term designation lets authorities keep close watch on an offender for up to ten years after a prison term ends and return them to custody for any breach.Desjarlais’s record shows a pattern of predatory violence. In 1982, he received 16 years for rape, armed robbery, and theft over $200. .He was given four years and six months in 2002 for sexual assault and uttering threats, another seven year term in 2003 for sexual assault, and three years and six months in 2016 for a similar offence.Strict conditions now bar him from owning weapons for life, meeting anyone under 16 without an approved adult, or entering schools, parks, or swimming pools. He must also follow several other monitoring rules set by his parole supervisor..Desjarlais has numerous tattoos, including Pegasus and a reaper on his left forearm and another reaper on his right.WPS says the alert is meant to help residents protect themselves. WPS says any vigilante action or unreasonable conduct toward Desjarlais “will not be tolerated.”
