Washington has imposed 50% tariffs on roughly $20 billion USD of Canadian goods, affecting about 5% of our exports to the American market, and Ottawa will retaliate dollar-for-dollar beginning September 8. Negotiations have collapsed, and for the moment, North America's most important economic relationship has entered a genuine trade war.Prime Minister Mark Carney was right to walk away from the agreement placed before him. Significantly, Conservative Leader Pierre Poilievre has reached essentially the same conclusion, arguing that Canada cannot accept either one-sided tariffs or a bad deal. This should not become another partisan argument in Ottawa when the central Canadian interest is reasonably clear.We still need to know precisely what was rejected. Conservatives are right to ask the government to disclose as much of the proposed agreement as possible without compromising future negotiations. Canadians should be able to judge where Washington's demands ended and legitimate compromise might have begun.What we have been told is troubling. Carney says Washington introduced demands affecting Canada's ability to negotiate trade agreements with other countries and sought concessions involving Canadian culture, language, and economic sovereignty. Canada was apparently prepared to remove remaining counter-tariffs on steel, aluminum, and automobiles if Washington substantially reduced its own tariffs, demonstrating that Ottawa was prepared to compromise..The numbers nevertheless explain Canada's vulnerability. About three-quarters of Canadian merchandise exports have traditionally gone to the United States (US). Canada also supplies about 99% of US natural gas imports, 85% of its electricity imports, and 60% of its crude oil imports. We are deeply dependent upon each other, but that dependence is not symmetrical.President Donald Trump holds the stronger hand and understands it. The American economy can absorb considerably more punishment than Canada's, so Ottawa should harbour no illusions about winning a prolonged tariff war through endurance. But American leverage is not cost-free: integrated automobile, steel, aluminum, energy, and manufacturing supply chains mean tariffs eventually reach American businesses and consumers as well.That imbalance should guide Canadian policy. Retaliatory tariffs are justified as a response to economic coercion, but retaliation cannot become our long-term economic strategy. Their purpose should be to create incentives for renewed negotiations, not to institutionalize an increasingly expensive confrontation.Carney's language has become understandably forceful, saying Canada has been attacked and that America has changed. There is truth in both observations, but governments must distinguish between today's administration and the enduring geography of North America. Presidents change. The economic logic connecting our two countries does not..When negotiations resume, as I believe they eventually will, Canada should be prepared to compromise aggressively wherever our fundamental interests are not threatened. Regulatory harmonization, procurement, internal trade reform, and deeper continental economic integration should all be negotiable if they deliver predictable and durable access to the American market.But Canada should not grant Washington an effective veto over our trading relationships with other countries, surrender control over strategic resources, or accept an agreement whose commitments can be discarded whenever political winds change in Washington. A trade agreement that cannot be relied upon has considerably less value than its tariff schedules suggest.There is also a larger Canadian lesson. We cannot diversify away from geography, but we can reduce our vulnerability through pipelines to both coasts, LNG terminals, critical mineral development, ports, transportation corridors, fewer interprovincial barriers, and faster approval of private investment. On this, Carney and Poilievre should find considerably more common ground than either may care to admit.Canada's strongest negotiating position will never come from rhetoric. It will come from becoming wealthier, more productive, more energy secure, and less dependent upon a single customer. Trump holds most of the cards today. Canada should recognize that reality without surrendering to it.
