Former Encana CEO Gwyn Morgan is not mincing words when it comes to Prime Minister Mark Carney’s energy policy — or, as Morgan sees it, the lack thereof.Tonight’s guest on Hannaford, Morgan describes Mr. Carney as “deliberately obtuse,” “deliberately a chameleon" and “he says things he knows can’t happen and that therefore gives him an excuse for them not happening.”The former Encana CEO published a sharp critique of the prime minister in the Western Standard earlier today..GWYN MORGAN: Mark Carney’s energy mirage.A determined Carney sceptic, Morgan doubles down during the show on what he had written earlier. Certainly, he has no confidence in the prime minister’s promises to build pipelines or make Canada into an ‘energy superpower.’"He always has some reason when we're going to do something, but in the back of his mind, something else is going to stop it anyway.".Is there anything that Carney could do that would change Morgan’s opinion?“Well, he could stop speaking in riddles. Which he does.”What about lifting the emissions cap?The so-called ‘emissions cap’ — an arbitrary limit on how much CO2 energy producers can release into the atmosphere — is supposed to encourage efficiency. However in practice, when processes become as efficient as practical technology permits, it turns into a production limit..And as Premier Smith has observed, to develop the revenue stream that Alberta wants, it’s going to take more production. The emissions cap is therefore the stumbling block.A pause… “Yes. If he dropped the emission cap, I would take him seriously about that.”Morgan favours restarting the Energy East pipeline plan, largely because so much of the needed pipe already exists.What about the plan to ship oil out via Churchill, Manitoba?“I think this whole thing about Churchill is a ridiculous idea… it’s very difficult to build a pipeline to Churchill but even more, the port isn’t open for a lot of the year. It would be tens of billions of dollars, a lot of years and not very functional.”Hannaford airs at seven o’clock tonight.
