A convicted sex offender designated as a dangerous offender has been released into the community less than two months after his latest arrest for breaching his release conditions.
Louis Ted Mercredi, 42, now resides in Regina's Heritage neighbourhood under supervision, the Regina Police Service (RPS) announced on Wednesday in a public safety alert.
Mercredi, who has a history of violent sexual offences, was most recently arrested on January 30 for violating the terms of his release.
This marked his third breach since March 2023.
Police describe Mercredi as approximately 5-ft., 9-ins. 220 lbs., with a heavy build, brown eyes, and short black hair.
"Louis Ted Mercredi has not made any progress in reducing his high risk to re-offend violently," said the RPS statement.
At his prior sentencing, courts designated him as a dangerous offender and placed him under a 10-year long-term supervision order.
The conditions of Mercredi's release include prohibitions against consuming alcohol or drugs, associating with anyone involved in criminal activity, and contacting any previous victims.
He must also report all relationships with women to his parole supervisor, cannot access pornographic material, and must follow treatment programs for sexual deviancy and substance abuse.
During his recent incarceration, Mercredi completed programming designed to address risk factors but made no progress, according to RPS.
Authorities confirmed his January arrest did not involve an offence against another individual, though specific details about that breach remain undisclosed.
RPS warns the public to not take any vigilantly action against Mercredi.
