Manitoba foster parent, daycare owner charged in international child porn case

A Brandon foster parent who operated a home daycare faces multiple charges, including sexual assault and creating child pornography, after police uncovered an alleged international child pornography distribution network involving children in his care.  

Brandon Police Service (BPS) said they were alerted by the National Child Exploitation Crime Centre on Monday about suspected child sexual abuse material linked to a local residence. 

Investigators from major crimes, a child exploitation unit, and Child and Family Services arrested the man following a search of his home.

BPS found the man’s common-law partner and six children at the home. 

The common-law partner has not been charged. 

BPS seized computer equipment during a search.

Further evidence tied the man to a June 9, 2024, incident involving the uploading and global distribution of child pornography.

He was arrested again Wednesday at the Brandon Correctional Centre, where he remains in custody.  

Charges include making, possessing, accessing, and distributing child pornography, sexual assault, sexual interference, and assault. 

BPS withheld the man’s name to protect victims identities.  

The BPS emphasized the “international level” of the child pornography distribution.
